President Obama Announces 2013 White House Tribal Nations Conference

The White House announced today that President Obama will host the 2013 White House Tribal Nations Conference at the Department of the Interior. Each federally recognized tribe is invited to send one representative to the conference, which will be held on Wednesday, November 13th. This will be the fifth conference for the Obama Administration. Further details will be made available by the White House as they are finalized.

Congress Set to Return from August Recess

On Monday, September 9, 2013, Congress returns from a 5-week summer recess to a flurry of activity.

House Republican leadership has indicated that it plans to bring a stopgap funding measure, called a continuing resolution (CR), to the House floor this week to temporarily continue funding the federal government when the current fiscal year, FY13, ends on September 30th to avoid a government shutdown. Speaker Boehner stated, “Our intent is to move quickly on a short-term continuing resolution that keeps the government running and maintains current sequester spending levels.”

Majority Leader, Eric Cantor (R-VA), confirmed that strategy on Friday, September 6th, by listing a yet to be number House Joint Resolution that will be titled “Continuing Appropriations Resolution, 2014”. The bill will be subject to a rule and will be sponsored by the Appropriations Committee. It has been reported that the proposed CR would likely last until December 15th and would keep funding levels at FY13 levels without imposing FY14 sequestration requirements yet.

A possible stumbling block to the CR could arise if it includes funding for the Affordable Care Act (“ACA”, also known as “Obamacare”). A growing number of House and Senate Republicans have stated that they will oppose any bill that includes funding for the ACA. However, the Senate would reject any bill that contains provisions to de-fund ACA and the President also indicated he would veto such a bill.

At the same time, the U.S. Senate will consider a resolution to authorize a U.S. military strike in Syria. If the Senate approves the strike, the House is expected to take up the Syria resolution during the week of September 17th. At this juncture, it has been reported that there are not enough votes in the House in favor of a Syria resolution but things are fluid.
